In many cases it's not possible to tell that water is polluted. It merely takes a tiny percentage of a substance that is poisonous to ruin an entire water supply, which frequently is too low of a concentration to scent or flavor. The only visible sign of rust-colored water may be an abnormally high occurrence of physical deformities, neuro logical injury, or other unusual conditions or a chronic illness in the local citizenry.
